Parallel Programme for Victim Assistance Experts

Background

The Cartagena Action Plan emphasises not only the importance of having a “national plan of action to coordinate and implement activities” but also that the “monitoring and evaluation of such plans is essential to ensure that activities are having a tangible impact on the daily life of mine victims and other persons with disabilities.”

At the May 2012 Victim Assistance Experts’ Programme, which focused on the implementation of national action plans, experts expressed that training on monitoring and evaluation was desired and necessary, particularly given that few States Parties with a national disability plan that incorporates victim assistance have a mechanism to monitor these plans. In response, the 5-6 December Victim Assistance Experts’ Programme has been dedicated in its entirety to training on monitoring and evaluation. This training session was led by Mr. Huib Cornielje of Enablement.

WESDNESDAY 5 DECEMBER

Opening of the 12MSP Parallel Programme for Victim Assistance Experts

The Co-Chairs of the Standing Committee on Victim Assistance will open the 12MSP Parallel Programme for Victim Assistance Experts which will be dedicated to the topic of monitoring and evaluation highlighting the logic behind the emphasis on the selected topic explaining why it is important in the context of the Convention. Mr Huib Cornielje of Enablement will introduce topic and lead a participatory exercise which aims to identify what challenges the experts currently face in their efforts to undertake monitoring.

Session One: Challenges in Monitoring and Evaluation

This session aims to explore the challenges faced in establishing an effective mechanism for monitoring and in ensuring its on-going functioning. Victim Assistance Experts from the States Parties that have reported responsibility for significant numbers of survivors will be invited to share the challenges they face in monitoring and evaluation in their respective countries.

Session Two: Overcoming Challenges in Monitoring and Evaluation

The afternoon session aims to demonstrate how the challenges articulated in the morning session can be overcome. The trainer will draw upon examples of good practice and listen to lessons learnt from relevant States Parties.

THURSDAY 6 DECEMBER

Session Three: Understanding and Applying Tools for Monitoring

In this session, the trainer will expand upon practical tools that can be used for monitoring and evaluation. Participants will be divided into small working groups in order to focus more intensely on the application of the tools.

Session Four: Understanding and Applying Tools for Monitoring and Evaluation

The small working groups will be asked to report back to the group at large. The trainer will provide feedback and will conclude the training with some lessons to take away and apply at the national level.
