10.B.  Clearing  mined areas

The 11MSP continued receiving updates from States Parties that are in the process of implementing the Convention’s Article 5 mine clearance obligation. The following States Parties provided updates: Angola, Cyprus, Ethiopia, Iraq, Serbia, Sudan and South Sudan. The ICBL and ICRC shared views in response to these updates.

The following other delegations provided updates or shared views on Article 5 implementation: Hungary, Germany, Norway, Switzerland, the ICBL, the ICRC, the GICHD, Palau, South Africa, Indonesia, Zambia and the UN Mine Action Team.

10.C.  Destroying stockpiled anti-personnel mines

The Philippines, one of the two outgoing Co-Chairs of the Standing Committee on Mine Clearance (along with Lithuania), provided an overview of the status of stockpile destruction implementation and steps taken by the Co-Chairs in 2011.

Turkey reported that it had completed implementation of the Convention’s Article 4 stockpile destruction obligations. In addition, Belarus, Greece and Ukraine reported on their efforts to destroy stockpiled anti-personnel mines. As well, the following States Parties reported on previously unknown stockpiles discovered after destruction deadlines have passed: the Former Yugoslav Republic of Macedonia and Guinea Bissau.

The following other delegations provided updates or shared views on Article 4 implementation: Germany, Norway, Nigeria, the ICRC and the ICBL.

10.D.    Universalisation

The Coordinator of the Universalisation Contact Group, Belgium provided an update on universalisation efforts as did the 10MSP President, H.E. Gazmend Turdiu of Albania, and, the Special Envoy on Universalisation, His Royal Highness Prince Mired of Jordan.

The following States not parties provided updates on steps they are taking toward accession to the Convention: the Lao PDR, the USA and Somalia.

The following other delegations provided updates or shared views on universalisation: the ICBL and Palau.

10.F(i)    Implementation Support – ISU Agreement

The 10MSP President, H.E. Gazmend Turdiu, reported that a new agreement between the States Parties and the GICHD on the Implementation Support Unit was signed on 6 September 2011. The 11MSP took note of this.

10.F(ii)    Implementation Support – ISU Funding Model

The 10MSP President, H.E. Gazmend Turdiu, reported on efforts of an open-ended working group in 2011 to examine new models for funding the ISU. The following delegations shared views with respect to this matter: Algeria, Australia, Chile, Switzerland, Thailand, Senegal and Norway.

10.F(iii)    Implementation Support – ISU Report and ISU 2012 Work Plan & Budget

The Director of the ISU presented the ISU’s 2010 audited financial statement, a preliminary report on the ISU’s 2011 activities and finances and the ISU’s 2012 work plan and budget. The following delegations shared views with respect to these matters: 10MSP President, H.E. Gazmend Turdiu, His Royal Highness Prince Mired Raad Al Hussein of Jordan, Canada, Palau, Colombia, Austria, Nigeria and Mauritania.

In accordance with the “Directive by the States Parties to the Implementation Support Unit” agreed to at the 10MSP, the States Parties approved the ISU’s 2010 audited financial statement, a preliminary report on the ISU’s 2011 activities and finances and the ISU’s 2012 work plan and budget.

10.F(iv)    Implementation Support – Intersessional Work Programme proposals

The 11MSP recalled that the 10MSP requested that the 10MSP President, on behalf of the Coordinating Committee, submit to the June 2011 meeting of the Standing Committee on the General Status and Operation of the Convention, ideas regarding how many Co‐Chairs / Co‐Rapporteurs may be required to ensure the effective functioning of the mechanisms established by the States Parties, with a view to a decision to be taken on this matter at the 11MSP.

Also with respect to the Intersessional Work Programme, the 10MSP recalled that the outgoing Co-Chairs of the Standing Committee on the General Status and Operation of the Convention had carried out their traditional task of proposing a list of States Parties to take on leadership positions following this meeting.

The 11MSP agreed to the proposals regarding the Intersessional Work Programme and confirmed that the meetings of the Standing Committees will take place the week or 21-25 May 2012.

10.F(v)    Implementation Support – Other matters

The ICRC took the floor to share views regarding the 2011 experimentation with the new ways of using the Intersessional Work Programme to more intensively focus on national contexts or to
otherwise creatively support progress in the application of the Cartagena Action Plan.
