At the 9MSP, the States Parties considered the following actions:

Geneva Progress Report 2007-2008

The States Parties welcomed the Geneva Progress Report 2007-2008 as a practical means to measure progress in the application of the Nairobi Action Plan since the 8MSP and to identify priority areas of work for the period between the 9MSP and the Second Review Conference.

Article 5 Extension Requests 

The States Parties assessed and considered 15 States Parties’ requests for extensions of their Article 5 deadlines.

Contact Group Coordinators’ Paper on Land Release Methods

In recognising the value of States Parties making use of the full range of emerging practical methods to more rapidly release, with a high level of confidence, areas suspected of containing anti-personnel mines, the Meeting warmly welcomed the proposal submitted by Norway on the full, effective and expedient implementation of Article 5 and agreed to encourage States Parties, as appropriate, to implement the recommendations contained within.

Co-Chairs’ Paper on Ensuring Full Implementation of Article 4

At its final plenary session, with a view to given due attention to cases of non-compliance with Article 4 and to preventing future instances of non-compliance, the Meeting warmly welcomed the proposal submitted by Lithuania and Serbia on ensuring the full implementation of Article 4, and agreed to encourage States Parties, as appropriate, to implement the recommendations contained within.

The selection of new Co-Rapporteurs of the Standing Committees

pursuant to consultations undertaken by the Co-Chairs of the Standing Committee on the General Status and Operation of the Convention, the Meeting identified the following States Parties as the Standing Committee Co-Chairs and Co-Rapporteurs until the end of the Second Review Conference:

(i)    Mine Clearance, Mine-Risk Education and Mine-Action Technologies: Argentina and Australia (Co-Chairs); Greece and Nigeria (Co-Rapporteurs);

(ii)    Victim Assistance and Socio-Economic Reintegration: Belgium and Thailand (Co-Chairs); Peru and Turkey (Co-Rapporteurs);

(iii)    Stockpile Destruction: Italy and Zambia (Co-Chairs); Bulgaria and Indonesia (Co-Rapporteurs);

(iv)    General Status and Operation of the Convention: Chile and Japan (Co-Chairs); Ecuador and Slovenia (Co-Rapporteurs

Dates for meetings in 2009

It was decided that that meetings of the Standing Committees should take place the week of 25-29 May 2009 and that the Second Review Conference will take place between 30 November and 4 December with two preparatory meetings, the first taking place on the afternoon of 29 May 2009 and the second a two-day meeting to be held 3-4 September 2009.

The Second Review Conference

The Meeting agreed to designate Her Excellency, Ambassador Susan Eckey of Norway President of the Second Review Conference and decided to hold the Second Review Conference in Cartagena, Colombia the week of 30 November to 4 December 2009.

Report on the Functioning of the ISU

The Meeting noted the Director of the GICHD’s report on the activities of the Implementation Support Unit (ISU).  States Parties expressed their appreciation to the GICHD for the manner in which the ISU is making a positive contribution in support of the States Parties’ efforts to implement the Convention.
