Albania ratified the Convention on 29 February 2000, and the Convention entered into force for Albania on 1 August 2000.

Retained Mines (Article 3)

Notwithstanding the obligation to destroy all stockpiled anti-personnel mines, the Convention permits the retention of the minimum number of anti-personnel mines absolutely necessary for the development of and training in mine detection, mine clearance, or mine destruction techniques.

Albania opted not to retain anti-personnel mines for these permitted purposes.

Stockpile Destruction (Article 4)

In its initial transparency report submitted on 3 April 2002, Albania reported stockpiled anti-personnel mines under its ownership or possession or under its jurisdiction or control.

In its annual transparency report submitted on 30 April 2003, Albania reported that it had completed the destruction of all stockpiled anti-personnel mines.

In total, Albania reported having destroyed 1,683,860 mines.

Mine Clearance (Article 5)

In its initial transparency report, Albania reported areas under its jurisdiction or control in which anti-personnel mines were known or suspected to be emplaced. 

In accordance with Article 5 of the Convention, Albania undertook to destroy or ensure the destruction of all anti-personnel mines in these areas as soon as possible but not later than 1 August 2010.

On 1 December 2009, at the Cartagena Summit on a Mine-Free World Albania announced that it had fulfilled its mine clearance obligation under Article 5 of the Convention.

Victim Assistance (Article 6.3)

Albania is one of the States Parties that has indicated having significant numbers – hundreds or thousands – of landmine survivors. Albania is also a State Party to the Convention on the Rights of Persons with Disabilities.
