10b.ii Consideration of the general status and operation of the Convention: Developing a “rational response” to mined areas discovered after original or extended deadlines to implement Article 5 have expired

The meeting discussed follow-up on the decision taken at the 11MSP to develop a rational response to the matter of mined areas discovered after deadlines to implement Article 5 have passed. The Co-Chairs of the Standing Committee on Mine Clearance presented a proposal on this matter:

10c. Consideration of the general status and operation of the Convention: Stockpile destruction

The Co-Chairs of the Standing Committee on Stockpile Destruction provided an overview of the general status of stockpile destruction.

The following States Parties in the process of implementing Article 4 and those which have reported previously unknown stockpiled mines provided updates: Belarus, Greece, Ukraine, Poland, South Sudan, Côte d’Ivoire, Afghanistan and Guinea Bissau.

10d. Consideration of the general status and operation of the Convention: Universalization

The Coordinator of the Universalization Contact Group provided an overview of the general status of universalization.

The following non-parties provided updates: the Lao PDR, the USA, Myanmar and Palestine.

10e.i. Consideration of the general status and operation of the Convention:  Implementation support – Report on the activities, functioning and finances of the ISU and presentation of a work plan and a budget for the 2013 activities of the ISU

The Director of the Implementation Support Unit presented the interim report on the 2012 activities and finances of the ISU, the ISU’s 2011 audited financial statement, and the ISU’s 2013 work plan and budget.

The following delegations shared views with respect to the documents presented by the ISU Director: Cambodia, Colombia, Palau, Mozambique, Mexico and Switzerland.

On the basis of this discussion, the President indicated that it was his understanding that there was general agreement to approve the interim report on 2012 activities and finances of the ISU, the ISU’s 2011 audited financial statement, and the ISU’s 2013 work plan and budget.

10e.ii. Consideration of the general status and operation of the Convention:  Implementation support – Intersessional Work Programme

The meeting set the dates of 2013 meetings of the Standing Committees from 27 to 31 May 2013 with the length of individual meetings and their sequencing, and duration of the entire period of meetings to be established by the Coordinating Committee.

In addition, pursuant to consultations undertaken by the Co-Chairs of the Standing Committee on the General Status and Operation of the Convention, the following States Parties were elected to serve as the Standing Committee Co-Chairs until the end of the Third Review Conference:

  • Austria for Victim Assistance and Socio-Economic Reintegration
  • New Zealand for General Status and Operation of the Convention
  • Mozambique for Mine Clearance
  • Ecuador for Resources, Cooperation and Assistance, and
  • Norway for Stockpile Destruction.

It was noted that these States Parties would join the following which, in accordance with the decisions of the 10MSP and 11MSP, would be completing the second year of their two year terms between the end of the Twelfth Meeting and the end of the Thirteenth Meeting:

  • Bulgaria for General Status and Operation of the Convention,
  • Colombia for Victim Assistance,
  • the Netherlands for Mine Clearance,
  • Thailand for Resources, Cooperation and Assistance, and
  • Nigeria for Stockpile Destruction

The following delegations shared views with respect to the Intersessional Work Programme: Japan, Mozambique, Austria, Colombia, Algeria, Canada and the ICRC.

The 11MSP Presidency presented a paper entitled “Consideration of the organisation of the annual Meeting of the States Parties.”

The Co-Chairs of the Standing Committee on Resources, Cooperation and Assistance (Albania and Thailand) provided an overview of the general status of cooperation and assistance.
