Network Group on Collection and Disseminiation of Guidelines

Conclusion : Based on the Report on the Informal Consultations on international cooperation in accordance with Article 6 of the Ottawa Convention (Maputo, 3-7, May 1999), and the conclusions of the First Meeting of the Standing Committee of Experts on Victim Assistance (SCEVA), the Network Group on the Collection and Dissemination of Guidelines exchanged points of view concerning the future use of the different existing Reference Documents. ObjectiveMain objective of this Network Group is that the various Reference Documents on victim assistance reach the actors that are dealing with mine victim assistance programs. To achieve this objective, the Network Group will pursue the following tasks:
  • Compile the Reference Documents on mine victim assistance. This compilation could be organised under three main categories: 1) Generic Reference Documents 2) National and Regional Reference Documents 3) Additional Reference Documents.
  • Discuss how to contribute to the translation of these Reference Documents into as many languages of the mine affected countries as possible.
  • Distribute the Reference Documents during the March Meeting of the SCEVA and the Second Meeting of the States Parties (September 2000).
To ensure that these efforts lead to concrete results, the Network Group encourages all governments, international and regional organisations and NGO’s interested or involved in victim assistance to consider the adoption of the following measures:
  • The designation of a focal point to receive the different Reference Documents. The focal point would be responsible for the identification of the appropriate recipients for the various Reference Documents on mine victim assistance as well as their dissemination in the mine- affected countries.
  • To take into account the various Reference Documents when developing plans for mine victim assistance programs.
  • To develop a common culture and consider the usefulness of taking into account these Reference Documents in the elaboration of mine victim assistance programs.
The Network Group invites all governments, international and regional organizations and NGO’s that have developed Reference Documents to submit them to the facilitators of this Network Group in order to pursue the above mentioned tasks.  Request of Guidelines :Geneva , January 25, 2000 To whom it may concern: As you may be aware, the Standing Committee of Experts on Victim Assistance, Socio-economic Reintegration, and Mine Awareness, part of the Intersessional Work Program of the Ottawa Convention, held its first meeting from 15 th to 17 th September 1999 . During the September meeting, the importance of Guidelines on Victims Assistance was discussed and several well-known and established Guidelines were mentioned. As a result of the September meeting, five Network Groups were established with the objective of addressing several issues at depth:
  • Information and Data Co-ordination: Switzerland
  • Victim Assistance Reporting: ICBL, Handicap International
  • Portfolio of Country and Regional Projects: ICBL
  • Collection and Dissemination of Guidelines: Nicaragua/Mexico
  • Donor Coordination: Sweden
As facilitators of the Guidelines Network Group, Mexico and Nicaragua held a first informal meeting with interested parties. It was recognized that the major problem with Victim Assistance Guidelines is making these available to the actors who deal with mine victims directly. Therefore, as a first step, we are attempting to put together a compilation of widely recognized victim assistance guidelines which will be made available during the Second Meeting of the Standing Committee of Experts on Victim Assistance, Socio-economic Reintegration, and Mine Awareness to take place in March 2000. In order to accomplish this task, Mexico and Nicaragua kindly request your cooperation in the compilation of victim assistance guidelines. For this reason, we are asking the different authors of guidelines to provide us with copies (both written and electronic, if possible) of these guidelines. We would appreciate receiving these documents not later than 1st March 2000 . We estimate that at least 200 copies will be needed for the March meeting.
